Anyone by chance know what these Spokane metal plates I have are?

Some years ago I was given these metal plates, or maybe serving trays? They have a vintage look to them. They both have the same design just a different color. I periodically try to search online to see if I can find other plates that are the same but haven't found anything quite like them.
I'm hoping someone might know the age of them or what they might have been created for.
